Cha Phaolô Nguyễn Hoài Chương sinh ngày 4 tháng 9 năm 1958 tại Saigon. Năm 1975, cậu thanh niên Nguyễn Hoài Chương cùng gia đình di tản sang định cư tại tiểu bang New Jersey, Hoa Kỳ. Năm 1978, anh quyết định hiến mình cho Chúa và vào nhà tập Dòng Don Bosco tại New Jersey và khấn tạm ngày 1 tháng 9 năm 1979. Thầy Chương khấn trọn ngày 16 tháng 8 năm 1986 và thụ phong linh mục ngày 29 tháng 5 năm 1988. Dòng Don Bosco là một dòng tu lớn thứ ba trên thế giới trong hệ thống dòng tu của Giáo Hội Công
